Description
Joining Nathaniel's ( Captain Atom ) government backed team, Kara ( Powergirl ) finds herself questioning the wisdom of the governments personal addition of Clifford Zmeck aka Major Force, to Nates chosen team. Still it could be worse, they might have to arrest Superman...
The 2003 'Superman/Batman Public Enemies' story has been done in both Comic and Animated movie (2010) form, both are worth a look although the animated version is arguably better ( with a more conflicted Powergirl for one thing, in the comics she joined Supermans side with no conflict at all, which is peculiar to be honest ). Powergirl was sporting her shortest haircut at this point.
Major Force was a super powered thug and government black ops attack dog. Presented by the Governments PR machine as a 'hero' and Captain Atom's 'Friend', he was also the character from where the term 'Women in Refrigerators' came from, when he murdered Green Lantern Kyle Rayners girlfriend and folded her into a refrigerator.
Created in a similar experiment to Captain Atom, he has broadly similar abilities to him ( so strong enough to threaten Superman ) but they are as unstable as his personality and far more limited. Lacking Nathaniel's morality, Clifford Zmeck was happy killing or hurting anything, but took particular joy in harming women. If either Captain Atom or Powergirl had known of the details of Major Forces actions beyond him being a sexist brute, it seems unlikely they would have put up with him.
Anyhow i couldn't help but have Kara have some dialogue refer to both how she deals with him in the animated movie and with his relation to 'fridges'.

PG kicking that jerk's ass was mighty satisfying, too bad it was treated as a reckless mistake ... ah well, jerk had it coming.
